Social Security Administration
During the Great Depression of the early 1930s a form of Social Security was created but the federal government was not involved in the support of elderly people and their families, those concerns were considered to be handled locally or by the state. According to the America’s Historical Documents (n.d.), that changed on August 15, 1935 when president Roosevelt signed the Social Security Act, this act established a system of old –age benefits for workers, benefits for victims of industrial accidents, unemployment insurance, aid for dependent mothers and children, the blind, and the physically handicapped (America’s Historical Documents, n.d.). Now the Social Security Administration (SSA) operates as an independent federal agency under the Social Security Act. The framework, issues, and priorities of the Social Security Administration has an impact on health care policy and delivery.
Like any other federal agency the Social Security Administration has a purpose and a mission that acts as a blueprint in how to meet the needs of the serviced population. The SSA serves a purpose to the public to provide protection for aged and disabled persons against the expenses of being ill, providing material needs of individuals and families, also keeping families together, and to give children the chance at a healthy and secure future. According to the Social Security Administration website (2016) their mission is to deliver services that meets the ever changing needs of the public. One of the jobs the Social Security Agency has is to pay out monthly sums to those who are considered disable or retired. All Gov (2015) reports states the following:
Social security currently provides financial protection to more than 158 million workers and their families, and it pays approximately $805 billion annually in benefits to more than 64.3 million Americans who receive monthly Social Security retirement, disability, or survivors’ benefits.
These benefits are paid out through the different programs offered by Social Security like but not limited to supplemental security income, hospital & medical insurance, prescription drug benefits, unemployment insurance, survivors insurance and etc...(SSA, 2016). The Social Security Administration agency service a wide population of people and with that comes challenges and issues that they have to address. One of those issues are social security fraudulent activity in order to receive or continue benefit payouts. The Office of the Inspector General (OIG) (2016) list a variety of situations that can lead to fraud investigation of an individual like concealing work activity while receiving disability benefits, the failure to notify SSA of the death of a beneficiary while continuing to cash the benefit checks, or living overseas and receiving Supplemental Security Income payments. These are considered fraudulent acts and could lead to stopping of benefits, serving federal time, refund arrangements and even suspension of future benefits. Also with so many different programs covered under Social Security along with new diagnoses adding to the coverage that has led to a widely shared concern of will there be enough funds for future beneficiaries. The OIG estimates 80billion new beneficiaries within the next 20 years due to the baby boomers, more funding is needed, increasing work load and meeting customer expectations. According to All Gov (2015), the federal government concern is how they will maintain the different programs as the number of retirees will soon outnumber workers who payroll taxes fund the system. The next Social Security Commissioner will have a lot of strategizing and altering to do to insure that this concern will not turn into a reality. The Social Security Administration has a negative on health care policy and delivery. One of the negative impacts of SSA is that they provide a program called Supplement Security Income (SSI) which requires the claimants to be both disable and low income or 65 and older in order to receive benefits. Along with being approved for these benefits Medicaid benefits are also automatically approved for the claimants. Even with the Affordable Care Act (ACA) being in place with the potential/ goal of lowering health care cost the Social Security Administration is adding significantly to the health care cost by allowing claimants with multiple and sever disabilities the ability to automatically be granted Medicaid health insurance. This program does not require the claimant or the claimant’s parents to pay into medical services as well as the claimant’s parents are not required to be a legal citizen to get government paid health insurance which means no replenishing of funds. For example if a child comes on to the SSI program with severe behavioral disorder gets approved for health care benefits and the parents are illegal aliens that child can still withdraw health care and financial benefits. Now the Social Security Disability Income (SSDI) is an entitlement program through Social Security, this is a positive side to SSA. This program is when citizen have paid into their Social Security wages instead of just withdrawing from the government. For instance a citizen has worked up until the age of retirement which is 65 years old, with all those years of working that individual has paid into their benefits and can now withdraw them without solely relying on the government. One of the current initiatives the Social Security Agency is considering as a priority would be speedy services for homeless Veterans. There has been a large number of homeless veterans in the U.S. that have mental and physical medical conditions, which cannot not be properly treated or cared for due to them being homeless. The SSA (2016) states “Military service members can receive expedited processing of disability claims from Social Security”. This new initiative is put in place due to the Social Security application process stands separately from the Department of Veterans Affairs and the SSA want to expedite the process for all military service members who became disabled on active military services after October 1, 2001. Although the Social Security Administration Agency deals with so many different programs in order to assists the public with its many variety of needs it still play a huge role in health care policy and delivery. The type of impact that this federal agency has on health care is more negative than positive which has the government concerned about the future of SSA. An health policy analyst would be beneficial if they are able to pin point the biggest issue and make changes so that there will be more efficient ways to service the public without depriving the future people who have paid in to Social Security or those who truly qualify for benefits. Politically and legally the problem of being a citizen and withdrawing benefits is a major issue that needs to be dealt with in order to truly bring health care cost down as well. Then there is the 24 month of being disabled requirement/ awaiting period before a beneficiary can be approved for SSDI, which means no health insurance for 24 months or full out of pocket private insurance for the disabled. These are problems for a health policy analyst.
